And again, I think the managment structure in place is incapable of reform. Which is why it is better for it to all be cut in one blow. Disband the agency. Combined with the fact that there prime goal now appears to be Muslim Outreach, it may be time for that agency to simply be disbanded and to allow something else to rise from the ashes. Something along the lines of allowing Vandenburg take over all the military application and development (they're doing that already) and let the rest go private.
