They are independent legs of what is reffered to as the Triple Constraint. You cannot mess with one with affecting the others. War is a human endeavor. The triple contraint applies here as well. Conditions and Schedule are independent. If you mash them together the Triple Constraint will force you to completely unmanageable costs. What cost are you willing to pay BO?
