		<description>I am developing a theory that on Mon.-Tues. Blanco was protecting her control over the federal relief $$$ that would be coming into the state by refusing to let in the Red Cross at first (making it look like she needs more aid) and by refusing to allow the disaster relief to be federalized (which would come with oversight).  I&#039;m sure this has been a time-honored and standard practice in other Louisiana hurricanes, and probably seemed perfectly logical to her when it looked like they had dodged a bullet and were going to have a fairly routine clean up.

Or is this too conspiracy-theory-ish?  I don&#039;t think she&#039;s an evil genius, just a rather stupid and venal cog in a machine that&#039;s been chugging along down there for generations.</description>
